The Louisville market

Louisville Metro's Construction Review office requires a permit to install, repair or replace any mechanical system and issues a "Residential HVAC Replacement" permit. For 1-2 family homes the fee is $105 for the first system and $50 for each additional one, with three inspections included and extra inspections at $50. A Kentucky HVAC Master or Journeyman must be on site for the entire installation or repair. Permits go to licensed HVAC contractors holding a Kentucky HVAC Master license and a Metro HVAC Contractor's License, or to the owner in person with photo ID and recorded property documents. Water heater permit rules were not found, so confirm. DOE puts Jefferson County in mixed-humid zone 4A; EIA's 2020 survey found 49% of Kentucky homes heat with electricity, 43% with gas, and 84% have central air.

Heat pumps are the main heat in about 22% of Kentucky homes, so Louisville installers handle them regularly. In zone 4A, ask for the unit's heating capacity at low outdoor temperatures and how large the backup heat is. A dual-fuel setup with a gas furnace is another route where gas is available. Kentucky's Home Energy Rebates were not yet available in October 2026, so check LG&E's official site for utility programs.
