The Atlanta market

The City of Atlanta Office of Buildings lists replacing a water heater as plumbing permit work. For existing one- and two-family homes, its exempt list includes repair or replacement of existing air conditioner condensers, but only repair of existing furnaces, so a full furnace replacement is unclear and worth a call. Heat pumps are not addressed. A Georgia-licensed plumbing contractor or the legal owner (signing a homeowner affidavit) may apply, and an adult must be home to let the inspector in. The trade permit form lists $40 per heating system and $40 per cooling system up to 5 tons, plus a $150 minimum base fee whose application to single-family homes is not confirmed. Cooling dominates: EIA counts central air in 86% of Georgia homes and heat pumps as main heat in 27%. Sandy Springs, Roswell, DeKalb and Cobb run separate permit offices.

Gas heats water in 38% of Georgia homes, so a gas tankless unit often starts with a basic question. Is there gas at the house at all? Where there is, the new unit usually needs its own vent and a larger gas supply than the old tank used. An electric tankless model draws far more current than a tank, which can mean panel work. Ask the installer what flow rate the unit delivers with two showers running, and get every added line item on the quote.
